Tao Te Ching Chapter 72

72nd Chapter
When people are not afraid of oppression, there will be a revolt.
Don’t restrict people’s lives and don’t cut off their livelihood.
If a ruler does not interfere with the will of the people, then the people won’t hate him.

Therefore, the sage is in charge of things, but does not control them (avoids interfering);
He is humble in the use of his power, and does not show off his power.
He avoids interfering with people’s lives but chooses to benefit others.
